Receiving and sending use two separate paths. One works, one does not. The problem is your outgoing port or server settings.

Your incoming path works fine. Your outgoing path is blocked or misconfigured. Test the web version to see if the problem is your email account or your app. Then fix either the app settings or unblock your outgoing port.
