You're locked out of your Windows local account
If you have another admin account on the computer, you can reset your password in Settings in 5 minutes. If all accounts are locked, you need a password reset disk or professional recovery.
A locked-out account needs either another admin account on the same computer, or a password reset disk from when Windows was first set up. Both are free ways to get back in. If you don't have either, professional data recovery is needed but expensive.
