Cellular on a smartwatch requires a separate mobile plan that you have to add to your phone plan. If you don't have one, the watch can only use WiFi. If you do have one, the cellular service can be off, the plan is paused, or the carrier activation failed.
Smartwatches with cellular need their own connection — they can't just use your phone's plan. You have to pay your carrier to add a cellular plan for the watch. Once you have the plan, the watch should automatically switch to cellular when your phone isn't nearby.
