Your TV is probably stuck because it's having trouble connecting to the internet or the setup has timed out. Unplug the TV completely for 30 seconds, plug it back in, and try setup again. If that doesn't work, hold down the power button on the TV for 10 seconds to force a full restart.
Smart TV setup needs an internet connection to download the latest software and sync your account. If setup gets stuck, it's because the WiFi connection failed, the server responded slowly, or something on the TV isn't responding. A full power reset by unplugging the TV and restarting it fixes this in most cases.
