A smart plug showing offline is almost always a WiFi connection issue. Unplug it for 10 seconds and plug it back in. Then check that your WiFi is set to 2.4GHz — smart plugs don't work on 5GHz.
Smart plugs connect only to 2.4GHz WiFi. When the plug loses connection after a router restart or the WiFi band changes, it can't reconnect automatically. A simple power cycle fixes it. If your router is only broadcasting 5GHz, the plug will never find the network.
