If the speed is lower, your router is connected by ethernet (not WiFi) to the modem, and nobody is streaming or downloading large files, then your ISP needs to fix it.
Your internet speed depends on three things: how fast your ISP connection is, whether you're on WiFi or ethernet, and what else is using bandwidth. If you're on WiFi far from the router, the speed will drop. If three people are streaming video at once, the speed will drop. If your ISP connection itself is the problem, a speed test will show it.
