Your iPhone update is stuck on 'Verifying Update' and won't finish

The update process is probably just slow. Wait 15-20 minutes without touching your iPhone — don't force restart it yet. If it's still stuck after 20 minutes, force restart your iPhone to stop the update, then try updating again over WiFi while your iPhone is plugged into power.

Verifying an update checks that the downloaded file is correct and not corrupted. This takes time, especially if your internet is slow. If it's stuck for more than 20 minutes, something has gone wrong and the update process needs to restart. Force restarting your iPhone stops the broken update, and trying again fixes it in most cases.
