iPhone Personal Hotspot not working or not showing up
Personal Hotspot turns off when your iPhone isn't getting cellular signal, or it's hidden because Bluetooth is off. Go to Settings → Bluetooth and turn it on. If Hotspot still doesn't show up, go to Settings → General → About and check that your carrier supports it. Then restart your phone.
