Personal Hotspot not showing up on other devices
Your iPhone's hotspot is probably turned off or Bluetooth is disabled. Go to Settings → Personal Hotspot and turn it on. If you're connecting by WiFi, make sure Bluetooth is also turned on. Both need to be enabled for the hotspot to show up to other devices.
Your iPhone broadcasts its hotspot as a WiFi network, but other devices can only see it when the hotspot is turned on and Bluetooth is enabled. If the hotspot is on but nothing can find it, Bluetooth can be off or your iPhone needs a restart. We'll turn on both and check if the network appears.

- Forgetting that Bluetooth needs to be on even when you're connecting by WiFi. Turn on Bluetooth in Control Center and the hotspot will appear
- Not waiting long enough after turning on the hotspot. Give it 10-15 seconds to start broadcasting before checking other devices
- Looking for the hotspot on a device that's already connected to a different WiFi network. Disconnect from other WiFi first
