The game just needs a moment to sync to your account. Restart your console first and wait 5 minutes. If it's still not there, sign out and back in, or restore your licenses. If you bought it on a different account, you'll need to be on that account to play it.
Games don't appear instantly in your library after purchase. They take a few minutes to sync from the store to your console. A restart gets them to show up faster. If you bought the game on a different account than the one you're trying to play on, you'll need to either switch accounts or make sure you have game sharing turned on. If the game keeps showing as 'needs license' or won't download, your console doesn't realize you own it yet. Restoring your licenses fixes this in most cases.
