Parental content restrictions require a strong PIN that can't be guessed and Digital Wellbeing needs to be fully enabled. Set a secure PIN that only you know, make sure the content rating is set correctly for your child's age, and confirm Digital Wellbeing is controlling the app store.
Android parental controls work in two parts: app limits in Digital Wellbeing and content filtering in the Play Store. If either isn't set up right, kids can bypass it. We'll check both are configured and that your PIN is actually protecting the settings.
